How to measure it
The share of what you committed to that nothing used. In FOCUS it is the effective cost of rows whose CommitmentDiscountStatus is Unused, over the effective cost of all commitment rows, used and unused.
Read it per commitment as well as in total: a portfolio at 5% waste can hide one reservation at 60% that is about to renew.
FOCUS columns: CommitmentDiscountStatus, CommitmentDiscountId, EffectiveCost
Coverage, utilization, effective savings rate and what expires next, from your own bill.
