Commitment Utilization Score
Definition
Measures the health of contractual agreements by tracking the “burndown” of pre-purchased capacity against actual consumption. This provides a clear signal for renewal negotiations. A value near 100% indicates perfect forecasting and rate optimization; significantly lower values signal “shelfware” (wasted capital), while values exceeding 100% reveal exposure to expensive on-demand rates.
Formula, as published
Commitment Utilization Score = (Used Commitment / Total Commitment) x 100
- Data sources:
- Resource event logs (Active vs. Idle state) System performance metrics (Spillage/Memory telemetry) Usage and activity reports

How to measure it
The library files this under data cloud platforms, for Snowflake capacity and Databricks commits, but the arithmetic is the same for Savings Plans, reservations and committed use discounts: used over total, the complement of commitment waste.
A capacity contract that rolls over unused credits needs the rollover counted as used only when it is actually consumed, or the score reads high until the term ends.
