Persistent disks bill on the size you provisioned, not the space you filled, and they keep billing while the disk exists — including after the VM attached to it is deleted.

IP addresses

External IP Address

Google charges for external IP addresses by the hour — and charges more for a reserved address sitting idle than for one attached to a running instance.

Licensing Fee for premium operating systems
