Percentage of Costs Associated with Untagged CSP Cloud Resources
Definition
Calculate percentage of untagged cloud resources using an established organizational tagging policy. The sophistication of determining what is acceptable tag criteria and the stringency of the KPI should evolve with the organization’s FinOps maturity.
Formula, as published
(Total Effective Costs Associated with Untagged CSP Cloud Resources During a Period of Time / Total CSP Effective Cost During a Period of Time) x 100
- Data sources:
- CSP Billing Data
- Note:
- Not all CSP Cloud Resources can be tagged.

How to measure it
The library divides by total effective cost and notes that not every resource can be tagged. Tax, support and most data transfer carry no tags at all, so dividing by the taggable part of the bill gives a figure you can actually move to zero.
A resource with any tag is not untagged, even when the tag is a placeholder like "tbd". Measure tag quality separately.
FOCUS columns: Tags, EffectiveCost, ResourceId
Score how much of your cloud spend you can assign to a team.
